Northala Fields Park

1997년 일링 런던 보로(the London Borough of Ealing)는 중요한 기회를 포착하여 크고 새로운 오픈 스페이스를 위해 18.5헥타르(185,000㎡)의 노탈라 필즈를 확보했지만, 자본금 부족으로 종합적인 재개발을 시행할 수 없었다. 그러던2000년 홍수 같은 환경적인 문제들과 대상지의 반사회적인 사용을 해결하기 위해 공개적인 아이디어 공모전을 개최하였다.
최종 후보 경쟁과 공개 전시회를 통해 당선팀인FoRM Associates가 새천년을 위한 공원의 마스터플랜을 세우는 것으로 결정되었다. 예술가 피터 핑크, 건축가 이고르 마르코, 생태학자 피터 닐 등 다양한 분야가 모여서 이루어진 이 팀은 대지 예술에 대한 요구 사항에만 부응하기 보다 레크리에이션과 기념 행사, 예술, 사회적 참여, 생물 다양성, 경작 및 환경 수업과 같은 여러 가지 무료 활동 분야들을 함께 엮어 기대 이상의 수준 높은 결과물을 구상했다. 또한 혁신적인 전략을 제안한 것도 주목할만한데, 풀 오브 런던 광역 개발 프로젝트에서 발생한 오염되지 않은 건설 폐석의 퇴적을 통해 얻은 수입을 활용하여 납세자들에게는 전혀 비용을 부담시키지 않고도 이 야심 찬 계획을 이루겠다는 것이다. 런던 히드로 공항의 5터미널이나 화이트 시티, 웸블리 스타디움과 같은 풀 오브 런던 광역 개발 프로젝트에서 발생한150만m3의 건설 폐석을 대상지에 들여와 활용하는 일은 이 프로젝트에서 가장 중요한 요소가 되었다. 이 매립지의 퇴적으로 7백만 유로의 수입이 산출되어 공원 건설 비용을 전액 충당했고, 실제 지역 납세자들에게는 프로젝트가 무료로 소개되었다. 대형 트럭 13만 대가 외진 곳에 위치한 쓰레기장을 다녀오게 되는 일을 방지한 것은 런던의 생태 발자국을 줄이는데도 크게 기여했다.
폐석으로 생겨난 새로운 지형은 수많은 대상지와 개발 문제에 대한 해답을 제공한다.

대상지의 북쪽 가장자리를 따라 위치한 네 개의 원뿔 모양의 언덕이 새로운 지형의 지배적인 요소이다. 원뿔의 최고점은 (서쪽에서 동쪽으로) 현재 지면으로부터 각각 20m, 25m, 30m, 35m이다. 노탈라 필즈는 이용자들의 동적 활동을 유도하는데, 도처에 위치한 데크 의자에서 마치 휴식을 취하라고 하는 듯한 런던의 많은 공원들과는 달리, 이 공원의 디자인과 지형은 방문객들을 움직이게 하는 듯하다. 어쩌면 인간의 마음 깊은 곳에는 곧 다시 내려와야 하는 것을 알면서도 정상에 도달하고자 하는 무언가가 있는 것 같다. 그것이 무엇이든지 간에 그것은 노탈라의 땅에 스며 들었고, 노인과 어머니, 젊은 커플, 혼자 조깅하는 이, 학교에 다니는 어린이들, 아버지와 아들 등 수많은 사람들이 언덕 위로 몰려든다. 많은 이들은 그들의 커뮤니티에 새로운 공원이 생겼을 뿐만 아니라 대지 예술 작품도 존재한다는 것을 알아차리지 못했을 것이다. 그럼 노탈라 필즈를 어떻게 정의해야 할까? 시립 공원? 현대의 대지예술? 아니면 양쪽 모두?

Seizing an essentially strategic opportunity in 1997, the London Borough of Ealing acquired 18.5 hectares of Northala Fields for a prominent space but was unable to successfully redevelop them due to lack of capital funding. In 2000, LBE decided to hold an open competition for ideas on how to deal with the antisocialist uses of the site and various negative environmental aspects, such as flooding.
Following the shortlisted competition and public exhibition, the winning team led by FoRM Associates was chosen to master plan the park for the new millennium. Rather than simply responding to the land-art aspirations of the brief, the multidisciplinary team chose to take the project onto a different level of inspirational thinking by weaving together a number of complimentary strands - recreation, celebration, art, social participation, biodiversity, cultivation, and environmental tuition. Importantly, the team led by artist Peter Fink, architect Igor Marko, and ecologist Peter Neal has also developed an innovative strategy of how this ambitious proposal could be delivered at no cost to the tax payer through self generated income derived from the deposition of clean construction spoil from a pool of London wide projects. This became arguably
the most significant feature of the project; utilizing 1.5 million Cubic meters of imported construction spoil onto the site from a pool of London wide development projects such as Terminal 5, White City, and Wembley stadium. The deposition of this fill delivered 7 million Euros, income that paid in full for the construction costs of the park - successfully delivering the project free to the local tax payers. The avoidance of 130,000 lorry journeys to outlying tips has also significantly contributed to shrinking the ecological footprint of London.
