Various Roles of Community Garden
미국에서의 도시농업은 영리 및 비영리 단체, 정부 기관 그리고 비공식 조직 등 다양한 형태의 기관들을 중심으로 커뮤니티 가든community garden, 청소년 트레이닝 프로젝트, 수경 재배 농장 등 다채로운 활동으로 이루어지고 있다. 필자는 미국 내 11개 도시에서 커뮤니티 가든 활동을 이끌고 있는 지도자들과의 인터뷰를 바탕으로 커뮤니티 가든에 대해 살펴보고자 한다. 커뮤니티 가든은 식량 재배라는 측면에서 그 역할을 톡톡히 해내고 있는데, 특히 저소득 도시 거주민들에게 있어서는 매우 중요한 의미를 갖는다. 뿐만 아니라 커뮤니티 가든은 이웃들이 한 데 모일 수 있는 기회와 장소를 마련해주는 한편,�사회적 네트워크를 구축하고, 범죄를 줄이는 동시에, 정치적 조직화의 장을 제공하는 등 다양한 이점을 갖고 있다.
커뮤니티 가든 다양한 도전에 직면하고 있는데, 이 가운데 하나는 토지 이용을 둘러싸고 벌어지는 경쟁이다. 몇몇 경우를 살펴보면 지가가 낮으면 커뮤니티 가든 도입이 가능하지만, 부동산 가격이 점진적으로 상승하면서는 개발 이익을 위해 용도를 변경하려는 움직임이 활발해진다. 정원을 가꾸는 사람들과 개발 이익을 노리는 사람들 사이의 충돌은 몇몇 도시에서 심각한 정치적 갈등을 초래하기도 했는데 뉴욕시의 사례가 그렇다. 뉴욕시장이 개발업자들의 편을 들어주자 정원을 가꾸던 사람들은 자신들의 정원이 파괴되는 것을 막기 위해 뜻을 모았다.�그리고 때마침 비영리 단체가 개입해 해당 토지를 매입하면서 문제를 해결할 수 있었다.
Urban agriculture in the United States embraces a wide range of organizational forms (nonprofit, for-profit, government, and informal) and a range of activities (e.g., community gardens, youth training enterprises, aquaculture farms). This section will focus on community gardens, based on interviews with leaders in community gardening operations in eleven American cities. Community gardens serve the useful purpose of growing food, especially for low-income urban residents, but they also provide a gathering place for a neighborhood with many other benefits, including building social networks, reducing crime, and providing a site for political organizing.
Community gardens face a wide range of challenges, among which one of the most difficult is competing uses for the land. In some cases community gardens were initiated when land values were low, and as values have increased, pressure from development interests has increased to change the use of gardens. The clash between gardeners and development interests has resulted in some intense political conflicts in some cities, among which NewYork is a well-known example. In that case the mayor sided with development interests, and gardeners mobilized to stop the destruction of their land. The solution that emerged in that case involved the intervention of a nonprofit organization, which purchased the land.
