The Master Plan and Schematic Design for Central Open Space in Multi-functional Administrative City, Korea 한때는 이슈처럼 다루어지기도 했지만 어느새 5년이라는 시간이 훌쩍 지난 오래된 프로젝트 이야기를 꺼내게 되었다. 반면 이제 막 공식출범과 본격적인 이주를 시작한 ‘세종시’의 중심에서 여전히 거듭나기를 기다리고 있는 비워진 터를 생각하면 세종시 중앙녹지공간이라는 대지는 조경가의 그리고 여러 분야의 전문가와 많은 사람들의 호의에 가득 찬 손길을 기다리는 여전히 진행형인 미래의 땅, 가능성의 땅이기도 하다. 2007년 8월, 행정중심복합도시 중앙녹지공간 국제공모의 당선작이 발표된 이후로 1년이 소요되었던 제방 후퇴에 대한 검증과 기타 검증을 비롯해 많은 논의를 거쳐 행정중심복합도시건설청으로부터 제방 후퇴에 대한 승인을 득하는 기쁨을 맛보게 되었다. 이어진 계약에 따라 2008년 8월부터 중앙녹지공간에 대한 공식적인 용역이 시작되었고 2012년 1월초 기본계획 조정 및 기본설계 과업이 종료되었다. 본 지면을 통해서 행정중심복합도시 중앙녹지공간 국제공모와 그 이후로 현재에 이르기까지 만 4년 5개월 동안의 쉼 없는 과정에서 어떤 변화와 주요 논의가 있었고 무엇이 결정되었으며 어떻게 만들어지고 만들어질 예정인가에 대해 총 4회에 걸쳐 이야기할 수 있게 된 점에 깊이 감사드린다. 일부는 다행스럽기도 하고 일부는 실망스러울 수도 있겠으나, 많은 노력이 있었다는 전제를 두고 이야기를 시작하고자 한다.

Kallang River at Bishan-Ang Mo Kio Park싱가포르의 중심부에 위치한 비샨공원은 연간 3백만 명 이상의 이용객이 방문하는 싱가포르에서 가장 인기 있는 공원 중의 하나이다. 공원 개선의 절대적인 필요성과 공원 경계를 따라 흐르는 칼랑강의 잠재력을 개발하려는 계획안의 일부로서 많은 작업들이 동시에 이루어졌다. 이들 작업을 통해 실용적인 구조를 가진 콘크리트 수로를 지역 주민에게 즐거움을 줄 수 있는 새로운 공간인 자연형 하천으로 변모시켰다. 비샨공원 내의 2.7㎞에 이르는 직선형 콘크리트 배수로는 공원을 관통하여 흐르는 3㎞ 길이의 구불구불한 자연형 하천으로서 복원되었다. 공원 이용자들에게 최대한의 이익을 제공할 뿐만 아니라 변동하는 수위 같은 수계의 역동적인 과정을 담을 수 있는 공간을 제공하기 위해 공원 내 62ha 규모의 공간을 멋지게 재설계하였다. 세 개의 놀이터, 레스토랑, 오래된 콘크리트 수로의 재활용 벽체를 활용하여 지어진 전망대와 수많은 녹지공간들은 도시 중심지에서 생태적으로 복원된 경이로운 자연경관을 제공하고 있다. 이곳이야말로 신발을 벗고 물과 가까이 할 수 있는 공간이며 자연이다. 뿐만 아니라, 공원은 레크리에이션 활동을 위한 넉넉한 오픈 스페이스도 제공하고 있다. 완만하고 식재 처리된 강둑은 사람들이 물과 친밀해질 수 있는 기회를 제공한다. 폭우가 쏟아질 때, 공원 내 강과 접해있는 지역은 물을 하류로 흘려보낼 수 있는 수로로서도 활용된다. 비샨공원은 공원이 생태적인 기반시설로서, 수자원과 홍수조절, 생물다양성 및 레크리에이션의 영리한 결합체로서 어떻게 작용할 수 있는가를 보여주는 고무적인 사례이다. 그리고 이는 수공간에 대한 시민들의 책임감 증대와 물과의 개인적 접촉, 감성적인 연계 덕분이었다. As part of a much-needed park upgrade and plans to improve the capacity of the Kallang River along the edge of the park, works were carried out simultaneously to transform the utilitarian concrete channel into a naturalised river, creating new spaces for the community to enjoy. At Bishan Park, a 2.7㎞ long straight concrete drainage channel has been restored into a sinuous, natural river 3㎞ long, that meanders through the park. Sixty-two hectares of park space has been tastefully redesigned to accommodate the dynamic process of a river system which includes fluctuating water levels, while providing maximum benefit for park users. Three playgrounds, restaurants, a new look out point constructed using the recycled walls of the old concrete channel, and plenty of open green spaces complement the natural wonder of an ecologically restored river in the heartlands of the city. This is a place to take your shoes off, and get closer to water and nature! In addition, the park provides generous open spaces for recreational activities and the soft, planted river banks allow people to get close to the water. In the case of a heavy downpour, the park land that is next to the river doubles up as a conveyance channel, carrying the water downstream. Bishan Park is an inspiring example of how a city park can function as ecological infrastructure, a smart combination of water source, flood management, biodiversity, recreation, and thanks to personal contact and an emotional connection with water, increasing civic responsibility towards water.

Life@ladprao 18 Condominium Garden프론트 가든이 프로젝트는 방콕에 있는 전형적인 번화가 랏프라오(Ladprao) 거리에 위치한 정원프로젝트이다. 프론트 가든은 주거타워 앞에서 길에 접해있으면서 완충공간의 역할을 하고 있다. 이 공간은 소음과 공기오염을 완화할 수 있는 숲 같이 구성되어 있고 산책을 할 수 있는 전이공간이자 휴게공간의 역할을 한다. 다양한 음지성 관목류의 파편화된 형태를 재구성하여 선명한 퀼트같은 패턴으로 조성하였다. 이들 음지성 관목들은 야생림의 형태를 식물학적인 양식으로 변형시킨 잡목림 하부에 자라는 초목들이다. 색, 형태, 질감의 대비를 통해 식물다양성을 표현하고 평화로운 아름다움의 조합을 보여줌과 동시에 전체적인 생태성을 향상시킨다. 완만한 경사의 동선망은 이들이 상호작용하는 녹지대를 통해 이어져 있는데 이 녹지대들은 지질구조적인 판을 돌출시켜 보는 이가 탐구와 발견의 기쁨을 느낄 수 있도록 조성되었다. 마운딩은 시야에 방해받지 않는 편안한 눈높이 위치에 조성되었고 의자들은 이 공간을 감싸듯 배치되어 아늑한 느낌을 주고 있다. 이들은 근처의 상점들과 내부 도로의 시각적 연결을 차단하여 공간의 고요한 느낌을 증진시켜준다. The front garden being adjacent to the road acts as a buffer space before reaching the residential tower. We envision a forest-like setting to offset noise and pollution and yet pleasing for functional use such as strolling and lounging for this transitional space. Strong quilt-like graphic is employed to reorganise fragments of diverse shade tolerant understorey plants below canopy of mixed forest trees transforming wild forest pattern into botanic pattern. Diversities of plants are contrasting in colour, form and texture bringing about a complex yet serene beauty while at the same time enriching the ecology at large. Network of gentle sloping path weaves through these interplaying green envelop which protruded as raised tectonic plate conveys a sense of exploration and discovery. Eye level height mounds in which private niches and seats are nestled enfold this space to cutoff visual connection to the adjacent shophouse and internal road enhancing its tranquility.

IFC SeoulIFC Seoul은 서울시와 AIG코리아부동산개발이 공동으로 진행한 프로젝트로, 여의도를 동북아의 금융허브로 만드는 교두보가 될 것으로 기대를 모으며 많은 이들의 관심 속에 지난 8월 문을 열었다. 이곳은 여의도의 심장부에 해당하는 공간으로 주변에 밀집한 오피스 빌딩들로 인해 용적률이 높아 쉴 곳이 부족하고, 여의대로와 지하철 여의도역, 여의도 버스 환승센터 앞에서 곧바로 연결되어 유동인구가 많다는 점에 착안하여 외부공간을 공개공지로서의 기능을 강화하는데 중점을 두어 설계되었다. 도심지에 조성되는 오픈 스페이스이기에 복잡하고 화려한 설계보다는 심플한 느낌의 열린 공간이 되도록 주요 건물을 제외한 공간에는 과한 구조물을 자제하였다. 또한 식재도 최소한의 종을 선정하여 사용하고, 경계석의 높이를 기존 경계석보다 약 5㎝ 낮게 설치하여 시각적으로 잘 드러나지 않도록 한 것이 특징이다. Situated in the heart of Yeouido, the complex is surrounded by office buildings concentrated in the area. The floor space index is relatively high, and thus green space is difficult to find. Everyday a huge number of citizens visit Yeouido Subway Station and Yeouido Bus Transfer Center located right in front of IFC Seoul. Considering all of the above, the landscape architects designed the exterior of the building to serve as public open space. As it is placed in the very center of the urban area, not a complicated and fancy design but rather simplified one was employed. In addition, the number of species for planting was restricted, and the height of boundary stones is 5㎝ lower than usual, which make them less visible.
