Schematic Design and Construct Design for SUNCHEON BAY Garden Expo 2013 2009년 늦가을의 현상공모를 시작으로 같은 해 12월 현상설계 결과가 발표된 이후 2013년 3월 현재까지 만 3년이라는 시간동안 이라는 수없이 많은 조경가들의 입에 오르내릴 만큼 큰 이슈가 되었던 ‘2013순천만국제정원박람회장 조성사업’ 프로젝트에 대한 이야기를 시작하고자 한다. 오는 4월 개최를 코앞에 둔 지금 <환경과조경> 편집부의 제안으로 지면을 통해 그간 진행되어 온 현상설계에서부터 현재에 이르기까지 진행된 이야기들을 풀어본다. 2009년 12월 현상설계 당선 이후 2010년 1월 계약을 통해 현상설계 컨소시엄 그대로 설계를 진행하게 되었다. 2011년 2월 과업 종료 이후에도 추가적인 작업들이 지난 2012년까지 진행되었다. 그동안 순천에서 합사를 구성하여 오랜 시간을 보내기도 하였고, 수많은 협의와 보고를 통해 현상설계안에서 많은 변화가 있었으며, 실시설계 과업완료 후에도 순천시의 의지를 통해 또 많은 변화가 있었다. 본 지면을 통해 현상설계안에서부터 실시설계를 완료하기까지, 순천시와 현장에서의 변경과정 등 그동안 진행과정에서 있었던 주요 논의들의 과정과 그 결과 등을 가감 없이 이야기해 보고자 한다. 일부는 그 결과에 대해 실망스러울 수도 있고 반대로 만족스러울 수도 있겠으나, 그 과정에서 많은 사람들의 노력이 담겨있음을 미리 알려둔다. 지금 이 지면을 통해 이야기하고자 하는 것은 단순히 박람회장의 설계과정과 결과만을 이야기하고자 하는 것은 아니다. 이를 통해 국내 최초의 국제정원박람회를 개최할 수 있도록 노력하신 많은 분들과 현상설계와 기본 및 실시설계를 진행해오던 수많은 사람들의 관심과 노력에 대해 뒤늦게나마 감사의 뜻을 전하고자 한다. 특히 순천시 관계자분들과 이 프로젝트에 관련된 모든 분들, 또 프로젝트를 함께 수행해 온 컨소시엄 구성원 모두에게 감사와 존경의 뜻을 전한다. 과업명 : 2013순천만국제정원박람회장 조성사업 실시설계 용역위치 : 전라남도 순천시 오천동, 풍덕동, 해룡면 일원과업 진행 시 - 박람회장(녹색나눔숲 포함) _ 609,000㎡ - 수목원 및 습지 (습지센터 제외) _ 312,000㎡ - 저류지 (기본계획) _ 245,000㎡ - 총 1,166,000㎡

Shinsegae’s Uijeongbu Store ‘S Garden’ 프로젝트의 배경(주)신세계는 의정부 인근지역에 가족이 함께 즐길 수 있는 문화 공간이 부족하다는 사실에 주목하고, 새롭게 들어설 백화점의 옥상정원은 기존의 단순한 휴게나 시설위주의 공간이 아닌 보다 특별한 가족 문화를 담는 공간이 되기를 원하였다. 프로젝트는 재미 설치미술가 서도호와 미국의 건축회사 올슨쿤딕사에게 공동으로 의뢰되었고, 정원 전체가 발견과 탐험으로 가득찬 통합된 미술품이길 바랬던 서도호의 의도와 올슨쿤딕사의 동화적 상상력이 더하여 ‘어린이를 위한 비밀의 정원’이 제안되었다. 특히, 올슨쿤딕사는 모셰 세프디Moshe Safdie가 설계한 LA 인근 유태인박물관 Skirball Cultural Center 내의 어린이 놀이공간인 ‘노아의방주Noah’s ark’를 기획하면서 생활용품을 활용하여 만든 재미있는 동물모양의 놀이/체험 시설들과 작품들을 지역 미술가와의 협업을 통해 구현한 바 있었다. 올슨쿤딕사의 이러한 경험은 더욱 발전되어, S Garden 계획의 바탕이 되었다. 조경설계의 컨셉설계 개념인 ‘시크릿 가든Secret Garden’은 프란시스 버넷의 동명 동화에서 영감 받은 것으로, 아이들이 오르거나, 걷거나, 통과하면서 발견할 수 있는 다양한 숨은 공간들로 이루어진 ‘50가지의 발견50 discoveries’이라는 개념에서 출발하였다. 정글과 같은 숲, 예술적으로 형상화된 동물들과 추상화된 경관들, 기타 흥미로운 정원 시설들을 통해 아이들의 상상력을 끊임없이 자극할 수 있는 어린이를 위한 비밀의 정원을 조성하고자 하였다. In addition, Do-ho Suh intended to create a garden which is an integrated landscape architectural work of art full of discoveries and explorations, with Olson Kunding Architects’ fairy tale imaginations added, leading to a suggestion to build ‘secret garden for children.’ What is noteworthy is that Olson Kunding Architects has participated in the planning of Noah’s Ark, a play space for kids at Skirball Cultural Center near Los Angeles, which was designed by Moshe Safdie. The company used household items to create animal-shaped facilities for playing and experiencing. Its previous experience has contributed a lot to constructing S Garden, an outdoor version of Noah’s Ark. Concept of Landscape Design‘Secret Garden,’ the fundamental design concept was derived from the fairy tale of that name by Frances Burnett, starting with the idea of ‘50 discoveries’ composed of a wide array of hidden spaces where children can climb, walk, run, and discover. It was the original intention to construct the secret garden for kids, which can constantly inspire them and enhance their imaginative power with jungle-like forest, artistic animals, abstract landscapes, and other interesting elements of the garden. The design of the major features were based on the 10 traditional Symbols of Longevity: pine tree is translated into forest, sun into shade, crane into Sotdae, a pole signifying a prayer for a good harvest, water into fountains, mountain into climbing facilities (tree house and abstracted topography), cloud into fog fountain, deer into animal-shaped sculpture, and so forth. Zeytouneh Square in Shoreline Walk Zeytouneh 광장은 베이루트시의 중심가 재건사업의 중요한 부분을 차지하는 Shoreline walk를 따라 도시공간이 연속적으로 이어진 4개의 광장 중 하나이다. 이 지역은 1975년부터 1991년 사이에 있었던 내전으로 인해 광범위한 물리적 피해와 정서적 상처로 고통 받고 있었다.전쟁 기간 동안, 매일 지중해 지역으로 투척되는 쓰레기로 인해 거대한 쓰레기 산이 형성되었다. 한 때 이곳은 아름다운 암벽해안도로와 야자수가 늘어선 거리, 멀리 보이는 수평선과 어우러진 카페들을 자랑하는 도시였다. 새로운 마스터플랜에 따라 도시지역은 보존하고 그 외 지역은 철거한데 반하여, 해양쪽으로 복원된 매립지는 거대한 프로젝트 지구가 될 예정이다. 이미 내륙화되어 사라진 오래된 해안선을 그대로 남겨두는 대신, 레저용 보행루트를 만들어 구도시와 신도시의 경계를 보여줌과 동시에 그 변화를 느낄 수 있도록 설계하였다. Zeytouneh SquareZeytouneh 광장은 주변 도시를 잇는 중심광장이다. 테라스 지형은 콘서트나 축제, 영화상영이 가능한 자유로운 무대가 된다. 통일된 형태를 보여주는 광장의 포장면은 도로를 가로질러 주변건물들까지 연장되어 있다. 포장 패턴은 전통적인 레바논 건축에서 볼 수 있는 흑백패턴에서 영감을 얻어 디자인되었다. 굵은 줄무늬는 등고선처럼 대상지의 지형으로 변형되어 보이는데, 대조적인 색조와 테라스 지형이 어우러져 프렉탈 경관을 만들어낸다. 이 광장은 2011년 8월 Solidere에 의해 공식 개장하였다. The area suffered extensive physical and emotional damage during civil war between 1975 and 1991.During the war, a vast rubbish mountain emerged from the daily tipping of waste into the Mediterranean. The city had once prided itself on its beautiful rocky shoreline Corniche, lined with avenues of palms and cafés with views towards distant horizons. Guided by a new master plan, areas of the city have been preserved, others demolished, whilst the remediated landfill is set to become a vast new district projecting out into the sea. Rather than leave the old coastline land locked and redundant, it was decided to create a leisurely pedestrian route that straddled the boundary and the differences between the old and new cities. ZEYTOUNEH SQUARE is a key link to the surrounding city. Terraces provide an informal amphitheatre for concerts, festivals and films. The surface of the square extends across the roads to the surrounding buildings in a unifying gesture. The paving patterns are inspired by the black and white patterning in traditional Lebanese architecture. Bold stripes change like contours with the site’s topography creating a fractal landscape as the contrasting colours interact with the terraces.
