환경과조경

우리는 최근까지 전 지구적 차원에서 커다란 변화를 겪어 왔다. 여기서 말한 변화란 지속가능성을 위한 광범위한 노력에서 비롯된 것으로서, 이를 통해 지난 수십 년 동안 우리 환경의 품격은 크게 향상되었다. 이런 앞선 노력을 바탕으로, 우리는 이제 다음 단계를 도모하고 있다. 이전의 큼직했던 발자국에 비하면 작지만, 생태가 깃든 발자국을 하나하나 남기면서 지속가능성을 넘어 번영을 향해 나아가고 있는 것이다. 물론, 지속가능성은 기존의 퇴보를 극복해낸 대단한 성과였다. 하지만 거기에서 나아가 더 크게 자라나고 번창하고 번영하는 일이 더 좋다는 것만은 부인할 수 없는 사실일 것이다. 그러면 우리는 어떤 방법으로 번영을 향해 나아가고 있으며, 또 어떻게 이 움직임을 가속화할 수 있을까?
우리가 가진 것을 알아보고 인정하기 번영의 패러다임을 위한 시작점은 환경과 문화 양면에서 우리가 가진 자산을 인식하는 일이다. 이 접근법은 데이터-획득한 것이든, 본래 주어진 것이든-를 식별하는 작업에서 시작되는데, 이와 서로 상반된 입장에 있는 것이 바로 지난 세기 주된 경향이었던, 문제나 결핍에서 시작하는 접근법이다. 이런 과거의 경향은 일례로 에이브러햄 매슬로가 1943년 제시한 욕구의 단계에서도 증명되고 있다. 매슬로의 분석에 의하면 사람들은 채우고 싶은 결핍들을 가지고 있는데, 많은 경우 그것을 채울 수
있는 건 계발 가능한 고유의 특질이나 능력이 아닌, 전문가의 손길을 통해서였다.
그런데 부족한 것에 초점을 맞추는 대신 가진 것에 초점을 맞추면 어떨까? 우리가 가진 자산의 단계라는 관점에서 생각을 해보면 어떨까? 이 모델의 가장 아래 단계에는 연료(햇빛, 물, 음식, 화석연료, 기타 에너지원)가, 그 위에는 도구(지식과 기술)가 위치하며, 제일 위의 단계에서는 우리가 보석을 추출할 수 있음을 말하고 있다.

Restorative Urbanism: From Sustainability to Prosperity for the Next Century

A significant shift has been underway globally, emerging from broad-based sustainability efforts that have contributed to enhance the quality of our places in recent decades. Thanks to these great strides, we are now taking the next step, with a smaller yet ecological footprint, by moving beyond sustainability to prosperity.
While sustainability is certainly an improvement over declining, better still is flourishing, thriving, and prospering. How are we moving in this direction and how might we accelerate that movement?
Recognizing Gifts The point of departure for the prosperity paradigm is recognizing
assets, environmental as well as cultural. This approach begins by identifying the data - the givens, or gifts - in contrast to the prevailing tendency of the last century to begin with problems or deficits. That tendency is demonstrated, for instance, by Abraham Maslow’ hierarchy of needs, introduced in 1943. Maslow’ analysis implies people have deficits that need to be filled, often by experts, rather than intrinsic qualities and abilities that can be developed.
What if instead of focusing on what is lacking, we focused on what we have? What if we thought in terms of a hierarchy of assets? From Fuels at the base(sun, water, food, fossil fuels, and other sources of energy) and Tools above(Knowledge and Skills), this model would imply, we can extract Jewels.
