Owens Valley Dust Mitigation

1913년 이래로 로스앤젤레스 수도전력국(Los Angeles Department of Water and Power, LADWP)은 이전까지 오웬스 호수(Owens Lake)로 흘러들어 가던 강과 개천의 흐름을 바꿔 로스앤젤레스의 주요 물 공급원 가운데 하나인 로스앤젤레스 도수관(Los Angeles Aqueduct)으로 보내고 있다. 이러한 변화로 인해 한 때 100제곱마일에 달했던 오웬스 호수는 그 규모가 급격히 줄었으며, 대규모 솔트 플랫(salt flat, 소금사막)이 생성되는가 하면, 급기야 변화된 환경으로 인해 야생 생태계가 파괴되기에 이르렀다. 현재의 호수 표면은 재난에 가까운 알칼리성 먼지들이 문제를 초래하였고, 전역에 걸쳐 건강에 대한 우려를 낳고 있다. AHBE와 다른 외부 디자이너들이 함께 맡게 된 프로젝트는 LADWP가 현재 활용하고 있는 먼지 경감 방식에 대한 보다 심미적인 접근법을 마련할 수 있도록 포괄적 연구를 수행하는 것이었다.
AHBE는 과학적인 동시에 미학적인 관점을 바탕으로 이러한 난제에 접근했으며, 야생동물학자, 토양학자, 생태학자를 위시한 다양한 분야의 전문가들과의 긴밀한 협력을 토대로 작업을 진행하였다. 프로젝트팀 전체가 힘을 모아 식물의 발아, 생장, 그리고 토양 개량을 촉진시킬 수 있는 전략을 수립했는데, 이 모든 작업은 극단적 더위와 추위, 그리고 고염분 토질이라는 난관을 극복해야만 가능한 것이었다.

Starting in 1913, the river and streams that once fed the Owens Lake were diverted by the Los Angeles Department of Water and Power (LADWP) into the Los Angeles Aqueduct, one of the primary water sources for the City of Los Angeles. As a result of the diversion, Owens Lake, which once covered an area over 100 square miles, quickly receded, leaving an expansive salt flat, and an altered area depleted of wildlife ecology. The present lake’s surface has created a catastrophic alkali dust problem and raised an area-wide health concern. AHBE and other designers were commissioned to undertake a comprehensive study to integrate a more aesthetic approach to the current dust mitigation methods employed by the LADWP.
AHBE looked at this challenging project from a scientific and aesthetic perspective and worked closely with the multi-disciplinary team, which included a wildlife biologist, soil scientist, habitat ecologist and engineers.
The entire project team incorporated a strategy that would foster initial plant germination, plant establishment and soil building despite the area’s unfavorable conditions of extreme heat, cold and high salinity soil.
